Cambridgeshire Proposes £5 Million Winter Road Maintenance Programme

Investment package would deliver preventative resurfacing, structural repairs and pothole innovation trial as council looks to tackle deteriorating road conditions before winter.

Cambridgeshire County Council is considering a £5 million investment programme aimed at protecting the county's road network ahead of the winter months through a package of preventative maintenance works.

If approved later this month, the funding would support approximately 30 kilometres of highway improvements, focusing on resurfacing, structural patching and crack sealing to reduce the risk of further deterioration during colder and wetter weather.

The proposal will be considered by the council's Highways and Transport Committee on 28 July.

Preventative maintenance takes priority

Rather than waiting for defects to worsen, the programme focuses on preventative interventions designed to extend the lifespan of the highway network while reducing the need for more expensive reconstruction work in future years.

The council says early maintenance can prevent water ingress into the carriageway, limiting the damage caused by freezing temperatures and repeated traffic loading during the winter period.

Works would be carried out between August 2026 and March 2027 if the programme receives approval.

Funding targeted at key repairs

The proposed investment includes several elements aimed at improving road condition across the county.

The largest allocation, £2.8 million, would fund mastic asphalt resurfacing designed to preserve and strengthen existing carriageways.

A further £800,000 has been earmarked for preventative patching to repair deteriorating road surfaces before they develop into larger defects, while £700,000 would support deeper structural repairs where the underlying road construction has weakened.

The package also includes £10,000 to trial innovative pothole repair techniques that could inform future maintenance programmes.

Key routes set to benefit

Should councillors approve the investment, several strategically important roads have already been identified for additional maintenance.

These include sections of the A1307 Hills Road in Cambridge, the A142 Ely Road in Soham and the A605 at Elton, alongside numerous other locations across the county.

The programme is intended to improve network resilience before winter weather places additional pressure on already ageing infrastructure.

Addressing a significant maintenance backlog

The latest proposal forms part of Cambridgeshire County Council's wider effort to address a substantial highway maintenance backlog.

The authority has previously estimated that decades of underinvestment have left the county facing around £800 millionworth of outstanding road repairs.

For the current financial year, more than £78 million has been allocated to highways maintenance, including £31.3 million provided through central government funding.

Investing before winter arrives

Robin Wyatt, Vice-Chair of the Highways and Transport Committee, said taking preventative action before winter offers the best opportunity to protect the network while improving everyday journeys for residents.

He said the proposed investment demonstrates the council's commitment to responding to public concerns over road condition while applying lessons learned from previous maintenance programmes.

If approved, the works will begin later this summer, with crews aiming to complete the programme before the end of March 2027, strengthening key sections of Cambridgeshire's highway network ahead of another challenging winter.
