Mayor Strengthens TfL Board with Senior Transport and Infrastructure Appointments

The Mayor of London, Sir Sadiq Khan, has announced two new appointments to the Transport for London (TfL) Board, bringing additional expertise in transport delivery, governance, safety and major infrastructure programmes.

Laura Shoaf CBE and Alison Munro CBE will join the Board over the coming months, adding decades of leadership experience from across the transport sector as TfL continues to deliver the Mayor's Transport Strategy and oversee one of the world's largest urban transport networks.

The appointments follow an external recruitment process and will see both women serve on the Board until September 2028.

Laura Shoaf will take up her position on 29 June, filling an existing vacancy and bringing significant experience in transport operations, regional growth and safety. Alison Munro will join on 7 September, succeeding long-serving Board member Mark Phillips, whose term concludes in early September. Munro is expected to strengthen the Board's expertise in audit, risk management and assurance.

Announcing the appointments, Sir Sadiq Khan said the additions would help ensure TfL remains equipped to meet both current and future challenges.

"My appointments to the TfL Board have always brought together a huge range of talent, experiences and backgrounds that have successfully supported TfL in its world-leading work," he said.

"The new members have a wide range of experience in the public and private sectors which will build upon the delivery and expertise of the Board and address the needs of TfL now and in the future.

"Together, we will ensure that TfL continues to deliver the world-class transport system that supports the economic success of London and the UK."

Shoaf is widely recognised as one of the UK's most influential transport leaders. Currently serving as a Non-Executive Director on the Department for Transport Operator Board, she previously chaired Shadow Great British Railways and held senior leadership roles across the West Midlands transport network.

Her career has included positions as Director of Transport for the Black Country, Strategic Director of Transport for the West Midlands Integrated Transport Authority and Managing Director of Transport for West Midlands. She later became Chief Executive of the West Midlands Combined Authority, where she played a central role in delivering major transport and regeneration programmes across the region.

Beyond her executive career, Shoaf has held a number of influential board positions, including Chair of the Urban Transport Group and roles with organisations including UITP, the West Midlands Growth Company, Severn Valley Railway and Midland Metro Limited. She was also recognised nationally for her work tackling violence against women and girls within the transport sector.

She was awarded a CBE in 2022 for services to transport and economic regeneration.

Joining later in the year, Alison Munro brings extensive experience spanning government, rail, major infrastructure and regulation.

Munro currently chairs TfL's Independent Investment Programme Advisory Group, providing independent oversight and assurance on the organisation's investment portfolio. She also serves as a Non-Executive Director at Ofwat, where she chairs the Audit and Risk Assurance Committee.

Her transport credentials include serving as the first Chief Executive of HS2 Ltd following its creation in 2009, before later leading work on the project's Phase Two development. Prior to that, she spent much of her career within the Department for Transport, holding a number of senior posts overseeing strategic roads, railways and aviation policy.

During her time in government, Munro was involved in several landmark transport programmes, including the delivery of High Speed 1, the development of national roads investment plans and the early design work that helped shape London's congestion charging scheme.

She was awarded a CBE in 2017 for services to the railway industry.

The appointments come at a significant time for TfL as the organisation continues to balance investment in network improvements, decarbonisation, customer experience and long-term financial sustainability.

With expertise covering urban transport, rail reform, major projects, governance and public policy, the new Board members are expected to play a key role in guiding TfL through the next phase of its development and supporting the continued delivery of London's transport ambitions.
